03.02.2024: Add-on-Certificate Course on Legal Literacy, Awareness and Aid (third batch)
In the next session of the third batch of Add-on-course on Legal Literacy, Awareness and Aid in collaboration with Daulat Ram College, Ms. Helly Fur Kaur, Secretary, Central DLSA delivered the session on the topic “Civil Procedure: Hierarchy of Courts, Pecuniary and Territorial Jurisdiction of Courts” to the students. All the queries raised by the students were resolved by the Resource person.

Rai, Former Advisor, Administrative Reforms Dept. delivered the session to the students on the topic “The Right to Information Act 2005 with latest amendments”. All the queries raised by the students were resolved by the Resource person.
Capacity building training programme for all the PIOs and APIOs of DSLSA, DHCLSC and DLSAs
Delhi State Legal Services Authority organized a capacity building training programme for all the PIOs and APIOs of DSLSA, DHCLSC and DLSAs on 31.01.2024 at Conference Hall, Third floor, Central Office, DSLSA.
Sh. Abhinav Pandey, Secretary, Litigation, DSLSA flagged off the session by addressing the participants and informed them the importance and motive of the training programme. He also interacted with the participants and discussed the key points related to the training.
Sh. Mridul Gupta, Additional Secretary, DSLSA thereafter delivered the session on the topic “Overview of the Right to Information Act, 2005 with latest amendment in 2019 including sharing of best practices”. Through Powepoint presentation, he also apprised the participants with relevant important sections and judgements. The session was very informative. All the queries raised by the participants were resolved by both the Resource person.
At the end question & answer round was taken up.
“Induction Training for Newly Recruited Chairpersons and members of Child Welfare Committees
National Institute of Public Cooperation and Child Development (NIPCCD) organized “Induction Training for Newly Recruited Chairpersons and members of Child Welfare Committees from 29th January – 10th February, 2024.
On request of NIPCCD, Sh. Mridul Gupta, Additional Secretary, DSLSA was nominated as a Resource Person to deliver the session on the topic “Salient features of Juvenile Justice (Care & Protection of Children) Act, 2015 and its Amendment Act, 2021 vis-à-vis JJ Rules 2016 including its Amendment Rules, 2022” on 29.01.2024. He explained the topic in detail with the help of PowerPoint presentation. The session was very informative and all the queries raised by the participants were resolved by the Resource Person.”
Valedictory session for Law Interns undergoing Winter Internship Programme 2023-24
Delhi State Legal Services Authority organized Valedictory session for Law Interns undergoing Winter Internship Programme 2023-24 on 25.01.2024 at Conference Hall, Tis Hazari Courts, Delhi from 10:30 AM onwards. The session was opened with the address of Sh. Mukesh Kumar Gupta, Member Secretary, DSLSA who interacted with all the participants and informed them the importance of the valedictory session.
The floor was then open for the feedback from the participating interns. All the participants shared their views and experiences with respect to their visits to different institutions like JJBs, CWC, Courts, Jails etc. Sh. Narottam Kaushal, Principal District & Sessions Judg (HQ), Central District, Tis Hazari Courts and Sh. Vinod Kumar, Principal District & Sessions Judge, West District, Tis Hazari Courts also shared their valuable thoughts & experience with the students.
Sh. Naveen Gupta, Special Secretary, DSLSA, Sh. Mridul Gupta, Additional Secretary, DSLSA and Sh. Abhinav Pandey, Secretary, Litigation, DSLSA addressed the queries of the students arising out of their the day to day activities during the internship. The session was very interactive and informative.
Certificates of Excellence were given to 3 law interns based on their performance. Thereafter, Certificate of Participation was also distributed to all the participants.”
DSLSA organized a Training Programme for newly recruited Judicial Officers
On 18th January, 2024, DSLSA organized a Training Programme for newly recruited Judicial Officers (Trainee) of Delhi Judicial Services who were attached with this authority by Delhi Judicial Academy from 18.01.2024 to 23.01.2024 for understanding its functions and functioning as a part of their training. The said training programme was held at Seminar Hall, Saket Courts, New Delhi from 10:15 AM onwards.
The Programme started with the Lighting of Lamp followed by the felicitation of dignitaries. Thereafter, Sh. Mukesh Kumar Gupta, Member Secretary, DSLSA delivered the welcome address followed by special address by Sh. Rajneesh Kumar Gupta, Ld. Principal District and Sessions Judge, South East District/Chairperson, South East DLSA, Saket Courts and Ms. Madhu Jain, Ld. Principal District and Sessions Judge, South District/Chairperson, South DLSA, Saket Courts.
Sh. Mukesh Kumar Gupta, Member Secretary, DSLSA delivered the session on the topic “Introduction to Legal Services Authorities Act, 1987”. Sh. Naveen Gupta, Special Secretary, DSLSA delivered the session on the topic “Understanding the function & functioning of DSLSA/DLSAs. He also displayed few short videos to make the session more visually expressive. The session was very informative.
Sh. Mridul Gupta, Additional Secretary, DSLSA spoke upon various projects carried out by DSLSA and DLSAs including flagship projects also. He also displayed a Powerpoint presentation on “Vidhik Sewa k Badte Kadam”. The session was very interactive.
Sh. Abhinav Pandey, Secretary (Litigation), DSLSA delivered the session on the topic “Delhi Victims’ Compensation Scheme-2018”.
Ms. Jyoti Maheshwari, Secretary, South DLSA and Sh. Vinik Jain, Secreatry, South East DLSA also interacted with the visiting Trainee Judicial Officers. The Trainee Judicial Officers were attached with Secretaries of DLSAs w.e.f 19.01.2024 to 23.01.2024 for their exposure to legal services.”
Orientation programme for Trainee Officer of Delhi Higher Judicial Services
Delhi State Legal Services Authority organized an orientation programme for Trainee Officer of Delhi Higher Judicial Services from Delhi Judicial Academy on 10.01.2024 at Conference Hall, Central Office, DSLSA during his attachment with this Authority.
Sh. Naveen Gupta, Special Secretary, DSLSA welcomed the Trainee Officer and briefed him about the function and functioning of DSLSA/DLSAs. Sh. Mridul Gupta, Additional Secretary, DSLSA made him aware about various schemes of DSLSA including Delhi Victims’ Compensation Scheme 2018. Ms. Richika Tyagi, Secretary Central-II DLSA facilitated him and apprised him with working of front office, Nyay Sanyog etc..
Thereafter, the trainee officer visited New Delhi DLSA to oversee the work related to remand and recording of statements u/s 164 Cr.P.C held in the courts of Metropolitan Magistrates as a part of training program.
Orientation program of Winter Internship Program 2023-24
With an objective to make the law students aware with the function and functioning of Legal Services Institution and as well as Government Institutions of legal importance including Courts, Jail, JJBs, CWCs etc., Delhi State Legal Services Authority commenced Winter Internship Programme 2023-24 from 05th January, 2024. The orientation program of said Winter Internship Program was organized in Conference Hall, Tis Hazari Courts Complex, Delhi.
Sh. Mukesh Kumar Gupta, Member Secretary, DSLSA delivered the Welcome Address and interacted with the interns to motivate them with his words of wisdom. Sh. Naveen Gupta, Special Secretary, DSLSA delivered the session on the topic “Overview of DSLSA and its activities”.
Thereafter, Sh. Mridul Gupta, Additional Secretary, DSLSA and Sh. Abhinav Pandey, Secretary (Litigation) explained the purpose of Winter Internship Programme and briefed them about various visits to be undertaken by the students, Do’s and Don’ts by interns etc.
Inauguration of Legal Services Clinic at National Forensic sciences University, Delhi Campus
DSLSA in collaboration with National Forensic Science University, Department of Law, Forensic Justice & Policy Studies set up a Legal Services Clinic in the premises of National Forensic Science University, Delhi Campus (LNJN-NICFS), Sector-3, Rohini Delhi.
Hon’ble Mr. Justice Manmohan, Judge, Acting Chief Justice, High Court of Delhi & Executive Chairperson, DSLSA graced the occasion and inaugurated the Legal Services Clinic in the august presence of Hon’ble Mr. Justice Girish Kathpalia, Judge, High Court of Delhi, Sh. Mukesh Kumar Gupta, Ld. Member Secretary, DSLSA, Ld. Secretaries of DSLSA/DLSAs, Prof. (Dr.) Purvi Pokhariyal, Campus Director, NFSU Delhi Campus and other eminent personalities.
A Legal Services Information Board depicting the information about the availability of free legal aid and the categories entitled thereof, was also inaugurated. Besides above, a Pro-Bono Club was also inaugurated virtually. The program was attended by college faculty, students and other staff members

Delhi State Legal Services Authority organized a Capacity Building Training Programme for Legal Services Advocates of all Juvenile Justice Boards (JJBs) on 18th December, 2023 at Conference Hall, First Floor, Rouse Avenue District Courts, New Delhi.
Sh. Mukesh Kumar Gupta, Member Secretary, DSLSA interacted with the participants and also briefed them about the objective behind the training programme and role of LSAs in carrying out their duties.
Sh. Alok Aggarwal, Former Member Secretary, NALSA/Retd. DHJS and Sh. Abhinav Pandey, Secretary (Litigation), DSLSA delivered the session on the topic “Roles of LSAs in protecting the best interests of the child with sharing of best practices”. The topic was well elaborated with the help of Powepoint presentation.
Thereafter, the next session on the topic “Preliminary assessment under Juvenile Justice (Care and Protection of Children Act, 2015 was delivered by Sh. Mridul Gupta, Additional Secretary, DSLSA & Ms. Geetanjali Kapoor, LSA, JJB-II.
During the session all the queries raised by the participants were resolved by the resource persons.”
