Training-Cum-Orientation Programme for Newly recruited officers of Delhi Judicial Services on 13.10.2025
On October 13, 2025, the Delhi State Legal Services Authority (DSLSA) convened an intensive training-cum-orientation programme for 50 newly inducted officers of the Delhi Judicial Services, coinciding with their institutional attachment to the Authority. The programme was meticulously designed to impart an in-depth understanding of the statutory framework and operational dynamics of the Legal Services Authorities Act, 1987, thereby acquainting the trainee officers with the multifaceted mandate and structural composition of the legal services institutions.
The interactive session was graced by the august presence of senior officers of the DSLSA, namely, Sh. Rajeev Bansal, Ld. Member Secretary, Ms. Tanvi Khurana, Ld. Special Secretary, Sh. Mridul Gupta, Ld. Additional Secretary and Sh. Abhinav Pandey, Ld. Secretary, (Litigation). The dignitaries elucidated upon the conceptual foundations, legislative intent, and institutional responsibilities envisaged under the Legal Services Authorities Act, 1987, as well as the pivotal role of the DSLSA and District Legal Services Authorities (DLSAs) in effectuating the constitutional promise of access to justice. Furthermore, Ms. Tanvi Khurana, Ld. Special Secretary, Sh. Mridul Gupta, Ld. Additional Secretary delivered a comprehensive exposition on the Delhi Victims’ Compensation Scheme, 2018, delineating its procedural intricacies and jurisprudential significance.
The post-lunch session entailed the formal attachment of the trainee Judicial Officers with the Secretaries of various DLSAs for a structured practical training module, which is scheduled to continue until October 18, 2025. This field attachment has been envisaged to provide the officers with immersive exposure to the functional modalities of critical legal service domains, encompassing Front Offices, Children’s Homes, Legal Services at Juvenile Justice Boards (JJBs), Legal Services Clinics at Jails, Legal Services at Child Welfare Committees (CWCs), Help Desks, and Police Stations, thereby fostering a pragmatic comprehension of the legal aid delivery mechanisms.
Orientation Programme at LAW Centre-I, Faculty of LAW, University of Delhi on 04.10.2025
Law Centre-I, Faculty of Law, University of Delhi, had sent an invitation on 04.10.2025 for an Orientation Programme. Sh. Rajeev Bansal, Ld. Member Secretary, DSLSA, Rouse Avenue Courts, Delhi, graciously attended the event and addressed the gathering of around 200 students with his esteemed presence.
In his address, Sh. Rajeev Bansal, Ld. Member Secretary, DSLSA expressed that it was an honour to be part of the Orientation Programme, which brought together teachers, practitioners, and aspiring law students. He emphasized that law is ever-evolving and rooted in justice, which requires balancing rights and duties in every circumstance. Citing Dr. Martin Luther King Jr., he highlighted that “Injustice anywhere is a threat to justice everywhere,” and explained how DSLSA works to ensure access to justice for the weaker and vulnerable sections of society through free legal aid, victim compensation, legal literacy, and Lok Adalats.
He encouraged students to combine intellect with compassion, reminding them that every case represents a human story. Quoting Mahatma Gandhi, he urged them to find purpose through service. He concluded by saying that law is not merely a profession but a noble service that upholds justice through fairness, empathy, and action.
Training on Plea bargaining and compounding of Offences at Delhi Judicial Academy, Dwarka 26.09.2025
On 26.09.2025, the Delhi Judicial Academy, Dwarka, organized a comprehensive training programme on two significant aspects of criminal law—Plea Bargaining and Compounding of Offences. The said session was taken by Sh. Mridul Gupta, Ld. Additional Secretary, DSLSA, who explained the nuances of both concepts in detail. The first session focused on Plea Bargaining, where participants were informed about the eligibility criteria, application process, and the guidelines prescribed for arriving at a mutually satisfactory settlement. The session also addressed the disposal of cases upon such settlement, the finality of judgments delivered through this process, the impact on sentencing, and the timelines introduced by the BNSS to ensure expeditious proceedings. It emphasized the role of plea bargaining in reducing delays and enhancing access to justice.
The second session highlighted the concept of Compounding of Offences and covered the categories of compoundable offences, the competence of parties to compound, and the procedure for recording a valid compromise. The discussion further explained the effect of compounding in matters involving both compoundable and non-compoundable offences and its consequences on sentencing. The training programme thus provided participants with practical insights and reinforced the importance of these mechanisms in ensuring fairness, efficiency, and timely delivery of justice.
Interview on Apna Mulk Apna Aaeen, DD Urdu 16.09.2025
New Delhi, September 16, 2025: A special interview telecast on Apna Mulk Aaeen (DD Urdu) featured Sh. Rajeev Bansal, Ld. Member Secretary, DSLSA, New Delhi, along with Advocate Mishika, who discussed the provisions of the Protection of Women from Domestic Violence Act, 2005 (DV Act) and the benefits of free legal aid services available through the Delhi State Legal Services Authority (DSLSA).
During the discussion, Sh. Rajeev Bansal, Ld. Member Secretary, DSLSA explained that domestic violence is not limited to physical abuse but also includes emotional, economic, and sexual abuse. Unlike Section 498A IPC, where women depend on the police to register an FIR, under Section 12 of the DV Act women can directly approach the Magistrate’s Court for relief. Interim relief, maintenance, residence orders, and custody rights are all covered under the Act. The responsibility of providing financial support can fall on adult male relatives such as the husband, father-in-law, or even sons, while offenders under 18 may also face action. Importantly, the Act provides protection for elderly women facing harassment, including from daughters-in-law. Women who fear losing their homes are also safeguarded, as courts can allow them to remain in the shared household or direct the respondent to provide alternative accommodation or compensation.
The interview further highlighted that non-compliance with court orders under Section 31 of the Act invites strict penalties, including imprisonment up to one year and/or a fine of ₹20,000. The Act directs that cases should ideally be resolved within 60 days, though delays are possible. Women without basic means of survival can be granted interim relief. Proceedings begin before the Magistrate’s Court, with appeals lying before the High Court and finally the Supreme Court. Sh. Rajeev Bansal also explained the process of filing a case under Section 12: a woman may file her complaint in the court where she resides, where the respondent resides, or where the cause of action arises. He further emphasized that free legal aid services are available at all Delhi District Courts through DSLSA, ensuring that women have access to legal representation without cost.
The programme also underlined that custody of children is an important aspect of the DV Act. Courts decide custody either in favour of the mother or father, depending on the circumstances, and also fix visitation rights—such as weekly, monthly, or fortnightly meetings—between the child and the non-custodial parent.

The Delhi State Legal Services Authority, under the National Legal Services Authority, has effectively conducted its 3rd National Lok Adalat for 2025 on 13th Spetember, 2025 across various judicial venues including District Court Complexes, the Hon’ble High Court of Delhi, Permanent Lok Adalats, Debt Recovery Tribunals, State Consumer Commission, and District Consumer Commissions.
In this National Lok Adalat, Hon’ble Mr. Justice Justice V. Kameswar Rao, Judge, High Court of Delhi/Executive Chairperson, DSLSA along with Ms. Anju Bajaj Chandna, Ld. Principal District & Sessions Judge, New Delhi District, Sh. Rajeev Bansal, Ld. Member Secretary, DSLSA, alongwith Ms. Tanvi Khurana, Ld. Special Secretary, DSLSA, Sh. Mridul Gupta, Ld. Additional Secretary, DSLSA and Sh. Abhinav Pandey, Ld. Secretary (Litigation), DSLSA and other dignitaries, personally visited the Patiala House Court Complex to personally oversee the arrangements for Lok Adalat. They interacted with Presiding Officers and Associate Members, acknowledging their role in ensuring efficient case resolution.
To provide support and assistance to the public, dedicated Help Desks were set up specifically for women and senior citizens at New Delhi District Court Complex. These help desks aimed to address their queries, offer guidance on available services, and ensure their needs were promptly met.
During the visit, His Lordship inspected various courts and facilities. He first observed proceedings in the Court dealing with bank matters, followed by a visit to the MACT Court, where he enquired about the percentage-wise rebate being granted. Thereafter, Hon’ble Justice visited the Civil Court and reviewed the proceedings in detail. He also visited the Challan Court to observe its functioning..
DSLSA engaged and involved 38 Transgenders, Senior Citizens, Acid Attack victims, Specially abled persons and people from North-Eastern Region to carry out with the aim of inclusivity in the decision-making process by deputing them as Associate Members in Lok Adalat Benches. Judicial Officers throughout Delhi very actively participated in Lok Adalat. Litigants actively joined the proceedings for settlement/amicable disposal of their cases.
A total of 380 Lok Adalat Benches in District Courts and in the High Court, Debt Recovery Tribunals, Consumer Forums, and Permanent Lok Adalats were constituted, referring 2,10,489 cases. The National Lok Adalat settled 1,61,622 cases with a settlement amount of Rs. 540.90 Crores. Highlights include the highest settlement of a 138NI Act case for Rs. 2.10 Lakhs and the resolution of an old case of the year 2016. Overall, the initiative marked a substantial achievement in dispute resolution and justice delivery.
Orientation Session of NALSA Interns on 08.09.2025
The Delhi State Legal Services Authority (DSLSA), Rouse Avenue, organized first half-day orientation session for NALSA interns on 8th September 2025 at the Conference Hall, 3rd Floor, Rouse Avenue Court, New Delhi. A total of 19 students attended the session.
The programme was graced by Ms. Tanvi Khurana, Ld. Special Secretary, DSLSA, Sh. Mridul Gupta, Ld. Additional Secretary, DSLSA, and Sh. Abhinav Pandey, Ld. Secretary (Litigation), DSLSA who interacted with the interns and encouraged them to learn from the exposure. The dignitaries provided an overview of the Legal Services Authorities Act, 1987, explained the functions of DSLSA, and discussed the Delhi Victim Compensation Scheme, 2018. The session was highly interactive, as students asked several questions which were answered in detail by the Ld. Presiding Officers.
Further, after the orientation, the interns visited different wings of DSLSA, i.e. IT Wing, ADR Wing, Establishment Wing, Legal Aid Wing and Legal Literacy Wing, where the superintendents and in-charge explained the functioning of their respective wings. They also visited the office of Central-II, RADCC, New Delhi, where they gained practical exposure to the legal aid services.
The NALSA interns have also been attached in two Groups (Group-1 and Group-2) to the DLSAs, namely South DLSA and South East DLSA w.e.f. 08.09.2025 to 18.09.2025. During their attachment, the interns have been scheduled to visit various offices and institutions to observe their functioning. These include the Remand Courts, LADCS office, Sakhi One Stop Center, Counselor’s office, Jail, District Magistrate (DM) Office, concerned Police Station, Juvenile Justice Board (JJB), Permanent Lok Adalat (ADR Wing), and CAW Cell. The visits aim to provide the interns with practical exposure to the working of different wings and units associated with the legal aid services and justice delivery system.
“Orientation on Access to Justice Held at Campus Law Centre” 03.09.2025
The Orientation Programme on the theme “Access to Justice: Linking Campus to Community Solutions” was held on 3rd September 2025 at the Campus Law Centre, University of Delhi. The Guest of Honour, Shri Rajeev Bansal, Ld. Member Secretary, DSLSA, delivered the special address in the presence of the Hon’ble Chief Guest, Shri Dharmesh Sharma, Former Judge, Delhi High Court, Prof. (Dr.) Anju Vali Tikoo, Dean, Faculty of Law, Prof. (Dr.) Gunjan Gupta, Professor-in-Charge, and other distinguished faculty members.
Shri Bansal emphasized that justice was not confined to courtrooms or law books but lived in every corner where people were denied a voice. He highlighted that legal aid acted as the bridge between law and the people, and DSLSA remained committed to this mission through awareness camps, para-legal volunteers, and legal service advocates. He underlined the crucial role of law students, calling them future lawyers, judges, legislators, and reformers, and encouraged their active participation in literacy drives, awareness campaigns, legal research, and community outreach.
He further expressed gratitude to the Chief Guest, faculty members, and the Legal Aid Society for their contribution towards strengthening legal education and social justice. Concluding his address, he invoked Benjamin Franklin’s words, urging students to turn their outrage into action, to use their legal knowledge as an instrument of service, and to transform their academic journey into a moral and civic mission. Approx 80 Law students were present there in the hall of Campus Law Centre.
“National Lok Adalat 2025: Insights from Sh. Rajeev Bansal, Ld. Member Secretary, DSLSA, in Interview with 92.7 Big FM” 03.09.2025
Sh. Rajeev Bansal, Ld. Member Secretary, DSLSA, was invited for an interview regarding the upcoming National Lok Adalat to be held on 13th September 2025 to the studio of 92.7 Big FM. The interview was conducted by RJ Khurafati Nitin, who introduced the Ld. Member Secretary and posed several questions on the subject of the National Lok Adalat.
The interview took place at the radio station in a detailed and informative manner, aimed at creating awareness among the listeners about the importance and functioning of Lok Adalats. During the interview, Sh. Rajeev Bansal, Ld. Member Secretary, DSLSA, explained that the National Lok Adalat is based on the principle of Vaikalpik Vivad Niptara (Alternative Dispute Resolution), under which both pending litigations and pre-litigation matters are taken up.
He emphasized that in the Lok Adalat, disputes are settled amicably between both parties, ensuring speedy disposal and mutual satisfaction. Ld. Member Secretary also mentioned that Traffic Challan Courts will be functioning during the Lok Adalat, and for this purpose, 1.80 lakh tokens have been printed for being taken up on 13th September 2025. The Ld. Member Secretary reiterated that the Delhi State Legal Services Authority, under the aegis of the National Legal Services Authority, is fully committed to ensuring smooth conduct of the National Lok Adalat, where categories of cases such as criminal compoundable offences, cheque dishonor cases, money recovery, motor accident claims, labour disputes, electricity and water bill cases, matrimonial disputes (except divorce), land acquisition, service matters, revenue cases, other civil matters, and traffic challans will be amicably settled. He further informed that the National Lok Adalat is being organized in all court complexes of Delhi, namely Rohini, Tis Hazari, Karkardooma, Rouse Avenue, Dwarka, Saket, and Patiala House, as well as at the High Court of Delhi, Debt Recovery Tribunals, the Delhi State Consumer Disputes Redressal Commission, District Consumer Disputes Redressal Commissions, and the office of the Permanent Lok Adalat.
Special Internship Drive – 2025 on 01.09.2025
The Delhi State Legal Services Authority (DSLSA) organized half day orientation programme of Special Internship Drive – 2025 on 01st September 2025 at the Auditorium “Nyay Manch”, 1st Floor, Rouse Avenue Courts Complex. The orientation programme was meticulously designed for the benefit of the interns, with the participation of 73 students. The august gathering was graced by Sh. Rajeev Bansal, Ld. Member Secretary, DSLSA, Sh. Mridul Gupta, Ld. Additional Secretary, DSLSA, and Sh. Abhinav Pandey, Ld. Secretary (Litigation), DSLSA.
The programme commenced with an interactive session led by Sh. Rajeev Bansal, Ld. Member Secretary, DSLSA. This was followed by deliberations by Sh. Mridul Gupta, Ld. Additional Secretary, DSLSA, and Sh. Abhinav Pandey, Ld. Secretary (Litigation), DSLA, who elaborated on the multifaceted role of DSLSA, the purpose of the internship programme, the significance of field visits, and the code of conduct to be observed by interns during the Internship Tenure. Their discourse not only acquainted the interns with the institutional framework of DSLSA but also emphasized the responsibilities expected of them during the course of the internship.
The programme culminated with an engaging interaction, during which the interns sought clarifications and shared their perspectives. The orientation proved to be both insightful and purpose-driven, equipping the interns with a comprehensive understanding of their forthcoming assignments and setting the tone for their professional engagement with DSLSA. After the training, all Para Legal Volunteers (PLVs) were directed to contact their respective DLSAs for further sessions. Under the Special Internship Drive–2025, the interns will gain exposure to various wings and institutions, including the Front Office, Lock-up, Sakhi One Stop Center, Observation Home, Legal Aid Clinic, Legal Literacy Wing, Legal Aid Wing, and ADR (Lok Adalat) Wing etc.. The training programme will continue till 30.09.2025.
Valedictory Session of Para Legal Volunteers Training at VIPS – 23.08.2025
The Valedictory Session of the Para Legal Volunteers’ Training Programme took place on 23rd August 2025 at the Auditorium, VIPS-TC, marking the successful culmination of the two-day initiative. Hon’ble Mr. Justice V. Kameshwar Rao, Judge, High Court of Delhi and Executive Chairperson, DSLSA, graced the occasion as the Chief Guest of the ceremony.
The programme began with the inauguration of the Legal Services Centre and the Legal Literacy Zone at the College Library, thereby reinforcing the institution’s commitment to promoting legal awareness and strengthening community service. Prof. (Dr.) T. V. Subba Rao, Chairperson, VSLLS, VIPS-TC, extended a warm welcome to all the dignitaries present. The ceremony also included the distribution of mementoes to students who had actively participated in Legal Services activities, followed by the presentation of certificates to the newly trained PLVs, acknowledging their efforts and achievements.
In his Keynote Address, Sh. Rajeev Bansal, Ld. Member Secretary, DSLSA, emphasized the vital role of PLVs in bridging the gap between the common man and the legal services system. This was followed by the Presidential Address of Hon’ble Mr. Justice V. Kameshwar Rao, who commended the contributions of students, faculty, and DSLSA in ensuring the success of the programme. His Lordship inspired the PLVs to carry forward their responsibilities with sincerity, dedication, and compassion.
Prof. (Dr.) Rashmi Salpekar, Dean, VSLLS, VIPS-TC, proposed a formal Vote of Thanks to all dignitaries and participants for their presence and support. The event concluded with the National Anthem, observed by all present in the auditorium, symbolizing unity and collective resolve.
Para Legal Volunteers’ Training Programme at VIPS (Day-2) on 22.08.2025
The second day began with a lecture by Ms. Nidhi Chitkara, Ld. Secretary, South East DLSA, who discussed sexual offences against women under the Bharatiya Nyaya Sanhita (BNS) and the Sexual Harassment of Women at Workplace Act, 2013. She underscored the sensitivity required in handling such cases and the supporting role of PLVs in assisting survivors.
This was followed by a session by Dr. Ompal Shokeen, Ld. Secretary, East DLSA, who delivered a comprehensive lecture on laws relating to children, senior citizens, transgender persons, and SC/ST communities, with a special focus on cybercrimes. He emphasized the role of PLVs as first responders for vulnerable groups.
Post-lunch, Sh. K. B. Rai, Former Advisor, Administrative Reforms Department, delivered an informative lecture on the Right to Information Act, 2005, highlighting its utility in promoting transparency, accountability, and participatory governance.
The final technical session of the day was conducted by Sh. Abhitesh Kumar, Ld. Secretary, West DLSA, who explained Schemes of NALSA and DSLSA, with particular focus on the Delhi Victims’ Compensation Scheme, 2018 and the scheme for the deployment of PLVs in police stations. He stressed the importance of PLVs as a vital connecting link between distressed citizens and the legal system.
The day concluded with a session on Mediation, followed by a feedback interaction led by Sh. Rishabh Tanwar, Ld. Secretary, North DLSA, during which students and faculty members shared their learnings and expressed their appreciation for the training programme.
Para Legal Volunteers’ Training Programme at VIPS (Day-1) on 21.08.2025
The Delhi State Legal Services Authority (DSLSA) organized two-day Para Legal Volunteers’ (PLVs) Training Programme for the students of Vivekananda School of Law and Legal Studies (VSLLS), VIPS-TC from 21st to 22nd August 2025 at the Auditorium, B and C-Block, VIPS, Pitampura. The training was conducted with the objective of acquainting them with the functioning of Legal Services Authorities, relevant legislations, and the vital role of PLVs in ensuring access to justice for marginalized and weaker sections of society.
The programme commenced with an inaugural interaction graced by Sh. Rajeev Bansal, Ld. Member Secretary, DSLSA, Ms. Tanvi Khurana, Ld. Special Secretary, DSLSA, Sh. Mridul Gupta, Ld. Additional Secretary, DSLSA, and Sh. Abhinav Pandey, Ld. Secretary (Litigation), DSLSA. The dignitaries introduced the students to the Legal Services Authorities Act, 1987, and highlighted the broad range of activities undertaken by DSLSA. They emphasized the pivotal role of PLVs as facilitators between citizens and the justice delivery system.
The subsequent session was conducted by Sh. Kumar Rahul, Ld. Secretary, New Delhi DLSA, who delivered a detailed lecture on the Criminal Justice System, covering provisions relating to bail, rights of the accused and victims, registration of FIR under Section 173 BNSS (earlier 154 Cr.P.C.), and petitions under Section 175(3) BNSS (earlier 156(3) Cr.P.C.). His insights helped students understand the recent legislative reforms and their implications.
The third session was taken by Ms. Kanika Jain, Ld. Secretary, North West DLSA, who addressed Matrimonial Laws. She explained Section 85 BNS (earlier 498A IPC), the Domestic Violence Act, 2005, and Section 144 BNSS (earlier 125 Cr.P.C.) on maintenance, highlighting the role of PLVs in assisting women in distress and guiding them toward appropriate remedies.
The first day concluded with an engaging session by Sh. Vikas Chandwani, Soft Skill Trainer, on Effective Communication and Interpersonal Skills. The students actively participated in practical exercises, enabling them to develop confidence and communication strategies essential for legal aid work.

Valedictory Session on VAC on New Criminal Laws & Other Legal Issues on 14.08.2025, organized by South West DLSA, in collaboration with Trinity Institute of Professional Studies (TIPS)
On the occasion of Independence Day, the South West District Legal Services Authority (DSLSA) successfully organized a special Legal Awareness Campaign. The programme commenced with the flagging off of a Mobile Van by Sh. Rajeev Bansal, Ld. Member Secretary, DSLSA. The van, manned by a team of Legal Aid Counsels and Para Legal Volunteers, traversed across various locations in South West Delhi, including SSKs, to disseminate information among the public about their legal rights, the availability of free legal aid, and the wide range of services offered under legal aid programmes.
The campaign witnessed enthusiastic participation from citizens, who engaged actively with the team. Informative interactions highlighted the significance of legal literacy and equal access to justice, thereby reinforcing the true spirit of Independence Day—empowering people with essential legal knowledge and ensuring justice for all.
In addition, the South West DSLSA, in collaboration with Trinity College, continued its specially designed hybrid course aimed at enhancing the practical understanding of law students. Through offline sessions at Trinity College and online lectures, students were exposed to expert-led discussions by Hon’ble Judges, Senior Advocates, Academicians, and other distinguished professionals. The sessions covered diverse topics such as Criminal and Civil Law, Procedural Laws, Legal Aid, Human Rights, Gender Justice, and emerging legal trends. The twin initiatives of legal awareness and capacity-building reflect the South West DSLSA’s commitment to fostering legal empowerment and promoting access to justice in society.
Training Programme for Internal Committee Members under the POSH Act, 2013 on 26.07.2025
A half-day training programme was organized on 26th July 2025 at the Conference Hall, Room No. 103, Rouse Avenue District Courts, New Delhi. The event was tailored for all the officials/staff of DSLSA, DHCLSC and DLSAs who have been nominated as Chairpersons and Members of respective Internal Committees, including representatives from NGOs and external experts, constituted under the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013. Total number of participants were 37.
The session began with an introductory interaction led by Ms. Tanvi Khurana, Ld. Special Secretary, DLSA, followed by an overview session on POSH Act by Sh. Mridul Gupta, Ld. Additional Secretary, DSLSA and Sh. Abhinav Pandey, Ld. Secretary(Litigation), DSLSA. The core session was addressed by Ms. Tapasya Agarwal, Ld. Secretary, Central DLSA who discussed the key provisions of the Act, including the definition of sexual harassment, the constitution and role of the Internal Committee (ICs), and the redressal mechanism available to victims. Emphasizing the importance of a safe and respectful work environment, Ms. Tapasya Agarwal, Ld. Secretary, Central DLSA also highlighted the employers’ duties and the legal consequences of non-compliance. To further enrich the session with insights and case references, PowerPoint presentation was given to the participants.
The programme concluded with an interactive Q&A session, where participants shared their experiences and sought clarifications. This was followed by providing an informal platform for discussion and collaboration among stakeholders. The training successfully enhanced understanding and practical knowledge regarding the implementation of the POSH Act.
Induction-Cum-Field training program for Counsellors on 14-15.07.2025
An induction-cum-training program for counsellors was organized on 14th and 15th July, 2025. The aim of the program was to enhance the understanding and capacity of counsellors in dealing with child protection issues and psychological counselling. The training was conducted through field visits and technical sessions.
On Day-1 (14th,July, 2025) the newly appointed counsellors undertook exposure visits to the Integrated Complex at Sewa Kutir Complex, Kingsway Camp, Delhi. The day started with an orientation session conducted by the District Officer (North), who briefed the participants about the various services available at the Integrated Complex. Further, the participants visited key institutions including the Observation Home, Juvenile Justice Boards (JJB-I & III), Child Welfare Committee (CWC), District Office, and the District Child Protection Unit (DCPU). After that the participants proceeded to the Nirmal Chhaya Complex, Hari Nagar, New Delhi. There, the District Officer (West) conducted another orientation session about the services provided at the complex. The group visited several facilities including the Children’s Home for Girls, Child Welfare Committees I & VII, After Care Homes for Girls, Short Stay Home for Women, and the One Stop Centre.
On Day-2 (15th July, 2025), all the counsellors including those already working with DLSAs were given technical sessions at the Conference Hall, Central Office, DSLSA, Rouse Avenue. The session began with an interaction led by Ms. Tanvi Khurana, Special Secretary, Sh. Mridul Gupta, Additional Secretary, and Sh. Abhinav Pandey, Secretary (Litigation), DSLSA.
The first technical session was conducted by Dr. Amrita Pain, Assistant Professor (Psychology), IHBAS. She addressed the topic of “Counselling child victims of offences under the POCSO Act, focusing on case history, mental status examination, crisis intervention, and management strategies.” The second session was on “Management of survivors of rape, acid attack victims, substance use disorders, and matrimonial/family disputes” and the resource person of the session was Dr. Amrita Sahay, Assistant professor (Clinical professor (Psychology), IHBAS. Thereafter, Dr. Shipra, Associate Professor (Psychiatry), IHBAS, took the session on “Challenges in counselling vulnerable groups.” The training program concluded with rich discussions and insightful interactions, which enhanced the knowledge of the participants and equipped them with practical skills to deal with sensitive and complex counselling cases.
Induction Training Programme for the newly empanelled Legal Services Advocates (Day-3) on 12.07.2025
On 12th July 2025 (Saturday), the third day of the training programme began with the first technical session being conducted by Sh. Kumar Rahul, Secretary, New Delhi DLSA, who addressed key operational aspects of the legal aid system. His session covered front office interaction with legal aid beneficiaries, the importance of proper documentation, and an overview of the DSLSA Fee Schedule – 2017. He also highlighted various schemes run by NALSA and DSLSA and emphasized the effective use of technology for timely case up-dation. Total 164 participants were present in the session.
After a short break, Ms. Tapasya Agarwal, Secretary, Central DLSA, delivered an insightful session on personal laws. She explained the provisions related to divorce under the Hindu Marriage Act, 1955, the rights of Muslim women under the Muslim Women (Protection of Rights on Marriage) Act, 2019, and the succession framework under the Hindu Succession Act, 1956. The session was well-received and helped deepen the participants’ understanding of gender-specific and religion-based laws in India.
Post lunch, Sh. Rishabh Tanwar, Secretary, North DLSA, provided a comprehensive overview of the Negotiable Instruments Act, 1881,. The final session of the day was conducted by Ms. Jyoti Maheshwari, ACJM-5, RADC. She focused on the newly enacted criminal laws—Bharatiya Nyaya Sanhita, Bharatiya Nagarik Suraksha Sanhita, and Bharatiya Sakshaya Adhiniyam. Her session marked a strong conclusion to the day and offered valuable insights into the legal reforms shaping the future of India’s justice delivery system.
Induction Training Programme for the newly empanelled Legal Services Advocates (Day-2) on 11.07.2025
The second day of the training programme commenced with an informative session by Sh. Abhinav Pandey, Secretary (Litigation), DSLSA. He elaborated on the Delhi Victims’ Compensation Scheme, 2018, explaining its purpose, eligibility, and procedure for granting compensation to victims of crimes. He further provided an overview of the POCSO Act, 2012, highlighting the legal safeguards for the protection of children from sexual offences. Total 164 participants were present in the session.
The next technical session was conducted by Sh. Mridul Gupta, Additional Secretary, DSLSA, from 11:45 AM to 01:00 PM. He discussed key civil remedies such as Injunctions and Interim Relief under Order 39 of the CPC, Specific Performance of Contracts, and Declaratory Relief, explaining their practical applicability and legal provisions in detail.
The afternoon session was taken by Sh. Sankalp Kapoor, Secretary, Shahdara DLSA, from 02:00 PM to 03:15 PM. He covered important provisions relating to Bail under the Bharatiya Nagarik Suraksha Sanhita (BNSS), focusing on Default Bail, and also discussed the concepts of Parole and Furlough and the principles of Sentencing, providing clarity on their legal framework and recent developments.
The final session of the day was delivered by Sh. Paras Dalal, ACJM-01, Rouse Avenue District Court (RADC), from 03:30 PM to 04:45 PM. He explained the provisions of the Court Fees Act and the Suits Valuation Act, emphasizing the calculation of court fees and the proper valuation of civil suits.

The first day training programme commenced with the welcome address delivered by Sh. Rajeev Bansal, Ld. Member Secretary, DSLSA, who warmly greeted the participants and set the context for the sessions ahead. Total number of participants were 177 in the session.
The first technical session was conducted by Ms. Tanvi Khurana, Special Secretary, DSLSA, Sh. Mridul Gupta, Additional Secretary, DSLSA, and Sh. Abhinav Pandey, Secretary (Litigation), DSLSA. They collectively provided an overview of the Legal Services Authorities Act, 1987, focusing on the roles and responsibilities of Legal Services Advocates (LSAs). This insightful session laid the foundation for the participants’ understanding of the Act.
The next session, was conducted by Ms. Kanika Jain, Secretary, North West DLSA. She delivered an informative session on the Protection of Women from Domestic Violence Act, 2005, and the laws relating to the maintenance of wife, highlighting key provisions and practical aspects.
After that Sh. Sushant Changotra, Special Judge (PC Act) (CBI)-23, delivered an engaging lecture on the Art of Examination and Cross-Examination of Witnesses, providing valuable insights on courtroom practices.
The final session of the day conducted by Sh. Prashant Sharma, Special Judge (PC Act) (CBI)-15, who gave a comprehensive overview of the Law of Evidence under the Bharatiya Sakshya Adhiniyam (BSA). He covered important topics such as the exhibition of documents, admissibility and relevancy of documentary evidence, primary and secondary evidence, and electronic evidence.

Delhi State Legal Services Authority organized a half day Orientation Programme for NALSA Interns on 07.07.2025. Total number of participants were 24.
On the Orientation Day, Sh. Rajiv Bansal, Ld. Member Secretary, Ms. Tanvi Khurana, Ld. Special Secretary, DSLSA, Sh. Mridul Gupta, Ld. Additional Secretary, DSLSA, Sh. Abhinav Pandey, Ld. Secretary (Litigation), DSLSA, interacted with the participants and delivered the session on various topics like “Overview of Legal Services Authorities Act, 1987”, “Functions & Functioning of DSLSA” and “Delhi Victims’ Compensation Scheme-2018” with the help of power-point presentation. Interns were also informed about the 24X7 helpline number of this Authority #1516 and NALSA helpline number #15100. All the queries/doubts raised by the participants were resolved by the Ld. Resource persons.
All the interns thereafter proceeded to visit Central Office, DSLSA, Nyay Sanyog, Front Office, functional at DLSA Central-II, Mediation centre, Vulnerable Witness Deposition Complex, Rouse Avenue Courts to understand the practical working of these offices.
Consultation for Module Development on “Drug Abuse Prevention” by National Institute of Social Defence on 30.06.2025
Sh. Abhinav Pandey, Ld. Secretary (Litigation), DSLSA was invited to join consultation for Module Development on “Drug Abuse Prevention” by National Institute of Social Defence, Ministry of Social Justice and Empowerment, Government of India.
The Orientation session was held on 30.06.2025 and future implementation strategies were discussed. Sh. Abhinav Pandey informed the Chairman and other members of the Expert Committee about the provision of free legal aid and psychological counseling provided by the Delhi State Legal Services Authority to the persons affected by drug abuse. He also discussed about the initiatives taken by the Delhi State Legal Services Authority and its subsidiary District Legal Services Authorities under the National Legal Services Authority’s recent NALSA (DAWN – Drug Awareness and Wellness Navigation – for a Drug Free India) Scheme – 2025.
Valedictory Session of Summer Internship Programme-205 on 24.06.2025
Delhi State Legal Services Authority organized Valedictory Session of Summer Internship Programme 2025 on 24.06.2025 at Nyay Manch Auditorium, 1st Floor, Rouse Avenue District Courts, New Delhi from 11:00 AM onwards.
The session was graced by Ms. Tanvi Khurana, Ld. Special Secretary, DSLSA, and Sh. Abhinav Pandey, Ld.. Secretary (Litigation), DSLSA. Both dignitaries interacted with the interns, reflecting on the significance of their contributions and encouraging them to remain committed to the values of legal aid. During the interactive feedback session, the interns expressed their insights and takeaways from visits to various legal and social institutions.
Certificates of Participation were presented to all eligible interns in recognition of their successful completion of the internship. In addition, based on overall performance and engagement, Certificates of Excellence were awarded to three outstanding interns.
Internship coordinators, who supervised and mentored the intern groups during the programme, were also present and contributed to the success of the event.
The session was attended by approximately 168 participants including coordinators. In total, 158 Certificates of Participation and 3 Certificates of Excellence were awarded.
DSLSA observed International Yoga Day 2025 under the theme “Yoga for One Earth, One Health.”
Under the theme “Yoga for One Earth, One Health”, the International Yoga Day was observed on 21st June 2025, at 11:00 AM in the DSLSA Conference Hall. The session witnessed the presence of the Sh. Abhinav Pandey, Ld. Secretary, (Litigation), DSLSA, along with enthusiastic participation of branch Incharges and all other staff members, who gathered to celebrate the spirit of Yoga.
Sh. Abhinav Pandey, Ld. Secretary (Litigation), DSLSA, delivered an insightful talk highlighting the importance of Yoga. He urged everyone to adopt Yoga as a daily habit and a way of life. He suggested integrating Yoga into school curricula and workplace wellness programs to promote healthy living. He also emphasized using digital platforms to spread awareness globally and encouraged international workshops by Indian Yoga experts. He linked Yoga with healthy eating, mental well-being, and eco-friendly living for a better world.
The event was organised with the objective of promoting health, harmony, and overall well-being through the practice of Yoga. The session included guided yoga exercises and breathing techniques that helped participants experience the physical and mental benefits of this ancient discipline.
Additionally, Central-II DLSA, Rouse Avenue court Complex also observed International Yoga Day in collaboration with Bhartiya Yoga Sansthan, which witnessed the presence of Sh. Kanwaljeet Arora, Ld. Principal District and Sessions Judge, Rouse Avenue Courts, Sh. Abhinav Pandey, Ld. Secretary (Litigation), DSLSA and other Ld. Judicial Officers and Court Staff. The active involvement of all attendees made the celebration a meaningful and impactful experience.
Orientation Session for NALSA Interns on 16.06.2025
An orientation session for NALSA Interns from various colleges across India was held on 16th June 2025 at the Conference Hall of Rouse Avenue Courts, New Delhi. A total of 34 interns participated in the session.
The session commenced with an interactive discussion led by Sh. Mridul Gupta, Ld. Additional Secretary, DSLSA, and Sh. Kumar Rahul, Ld. Secretary, DLSA, New Delhi. Sh. Mridul Gupta briefed the interns about the Legal Services Authorities Act, the concept of legal awareness, and the functioning of National Lok Adalats. He highlighted the widening scope of legal services. He elaborated on counselling services, and the eligibility criteria for availing free legal aid — including marginalized sections such as SC/STs, women, children, senior citizens, industrial workers, Begar, persons with HIV, acid attack survivors, and transgender persons.
He also explained the structure of Legal Services Authorities, and gave an overview of physical and virtual access points for availing free legal aid. Furthermore, he highlighted the importance of free legal services in bodies like the Juvenile Justice Board (JJB) and the Child Welfare Committee (CWC).
Following this, Sh. Kumar Rahul, Ld. Secretary, DLSA (New Delhi), conducted a detailed session on the Delhi Victim Compensation Scheme (DVCS). He discussed the year of its initiation, its objectives, and clearly explained the difference between Section 357 and Section 357A of the CrPC in the context of victim compensation.
The interns enthusiastically participated in the session and expressed keen interest in understanding the institutional framework of various legal service authorities and their role in ensuring access to justice for all. The session covered key technical aspects such as the statutory mandate under the Legal Services Authorities Act, 1987, provisions under Section 12 of the Act specifying eligibility for free legal aid, and the functions of District and State Legal Services Authorities under Section 7 and Section 10, respectively. The interns also gained insights into the procedure for filing applications for compensation under Section 357A of the CrPC, and the intersection of juvenile justice law with the JJ Act, 2015. The orientation further explained the use of technology-enabled platforms such as the CPGRAMS portal and the 1516 helpline for grievance redressal and legal aid access.
As per the orientation schedule, the interns also visited the DLSA office at New Delhi, where they received firsthand exposure to practical working aspects of the legal aid system. They observed the functioning of the Front Office, the process of legal aid delivery, and procedures related to victim compensation claims. The visit provided them with practical insights into how legal services are administered at the ground level. The interns found the experience enriching and enjoyable, gaining both academic and field knowledge.
Overall, the orientation session proved to be highly informative, technically enriching, and engaging for all attendees, offering a comprehensive overview of India’s legal aid ecosystem and the vital role played by legal services authorities in ensuring access to justice for the marginalized.
World Elder Abuse Awareness Day on 13.06.2025
HelpAge India organised a national-level event on the occasion of World Elder Abuse Awareness Day on Friday, 13th June 2025, at the Main Auditorium, India International Centre, New Delhi. The event took place from 10:00 AM to 1:00 PM and witnessed participation from civil society organisations, legal professionals, youth representatives, and media. The theme for this year’s event was “Bridging Generations, Building Futures”, focusing on strengthening intergenerational relationships and improving the quality of life for older persons.
Shri Mridul Gupta, Ld. Additional Secretary, DSLSA, was invited to the event and graciously participated in the proceedings. He addressed the gathering and highlighted the significance of World Elder Abuse Awareness Day, emphasizing the urgent need for stronger legal safeguards and meaningful youth engagement to ensure the protection, dignity, and well-being of senior citizens. As part of the event, a dedicated session was also conducted on the topic, “Role of laws in ensuring the well-being of older persons and the role of youth in creating awareness about their rights,” which further enriched the discussion and underlined the importance of intergenerational responsibility.
The discussions throughout the event aimed to foster empathy, bridge generational gaps, and develop inclusive approaches for elder care. This session was highly appreciated by all participants for its relevance, depth, and emphasis on legal awareness as a tool for social change.
World Environment Day was celebrated on 5th June 2025
World Environment Day was celebrated on 5th June 2025 at the Delhi State Legal Services Authority (DSLSA), Rouse Avenue Courts, New Delhi, to raise awareness about pressing environmental issues and to encourage action for the protection of our planet.
Established by the United Nations in 1972, this day is recognized as the most significant platform for global environmental outreach. A total of more than 80 staff members attended the said programme.
The Session began with interactive discussion led by Sh. Rajiv Bansal, Ld. Member Secretary, DSLSA, Ms. Tanvi Khurana, Ld. Special Secretary, DSLSA, Sh. Mridul Gupta, Ld. Additional Secretary, DSLSA, and Sh. Abhinav Pandey, Ld. Secretary (Litigation), DSLSA. They highlighted the urgent need to address land degradation and the importance of collective efforts in restoring ecosystems. The Ld. Officers, along with the staff of DSLSA, also took a pledge to protect and preserve the environment for future generation.
The Ld. Presiding Officers reminded everyone of our collective responsibility towards nature. With growing environmental concerns such as global warming, deforestation, pollution, and biodiversity loss, World Environment Day serves as a call to action. They emphasized that small yet impactful actions—like reducing the use of plastic, conserving water, planting trees, recycling, and adopting sustainable lifestyles—can bring about meaningful change.
The celebration at DSLSA was a strong reminder that protecting the environment is not a one-day commitment but a continuous responsibility. Through such initiatives, DSLSA reaffirmed its dedication to fostering environmental awareness and encouraging sustainable practices in daily life.
Summer Internship Programme – 2025
An Orientation session for Interns, as part of the Summer Internship–2025, was successfully organized on 4th June 2025 by the Delhi State Legal Services Authority (DSLSA) at Rouse Avenue District Courts, New Delhi. This initiative aims to provide law students with hands-on practical exposure and to familiarize them with the functioning of various legal aid mechanisms. The internship training is scheduled to continue till 24th June 2025 and will include intensive interaction with legal professionals and practical field assignments. A total of 153 law interns from different law colleges and 10 Legal Services Advocates attended the session.
The inaugural session commenced with an interactive discussion led by Sh. Rajiv Bansal, Ld. Member Secretary, DSLSA, Ms. Tanvi Khurana, Ld. Special Secretary, DSLSA Sh. Mridul Gupta, Ld. Additional Secretary, DSLSA and Sh. Abhinav Pandey, Ld. Secretary (Litigation), DSLSA. They shared encouraging messages to participants regarding the importance of the internship in shaping the professional journeys of young law students. The Ld. Officers emphasized that legal aid is not only a statutory responsibility but a social obligation, and that the active involvement of students can significantly contribute to the cause of access to justice.
The Ld. Officers discussed the important role that advocates will play as mentors during the internship period. Advocates were advised to guide the interns in understanding the structure and functioning of key government departments and institutions such as Jail Duty, Front Office of Legal Aid Clinics, the One Stop Sakhi Centre, and others. The advocates were also informed that their responsibility includes not only legal guidance but also mentoring interns on professional etiquette, ethical practices, and coordination with court and administrative staff.
During the session, several queries raised by the participating interns and advocates were addressed. Sh. Rajiv Bansal, Ld. Member Secretary, DSLSA, Ms. Tanvi Khurana, Ld. Special Secretary, DSLSA Sh. Mridul Gupta, Ld. Additional Secretary, DSLSA and Sh. Abhinav Pandey, Ld. Secretary (Litigation), DSLSA provided detailed responses to ensure clarity regarding the procedural aspects of the internship, reporting mechanisms, daily assignments, and expected outcomes. They urged all participants to maintain discipline, punctuality, and decorum throughout the programme in all institutional settings.
The Ld. Officers further informed that Legal Services Advocates will be the primary point of contact for interns during field visits and must ensure that all necessary arrangements, including departmental coordination and addressing interns’ concerns, are properly managed. Interns were also encouraged to take this opportunity seriously and to participate in all assigned activities with full sincerity and dedication.
The orientation session concluded on a positive note, with the dignitaries expressing hope that the Summer Internship–2025 will be a transformative learning experience for all participants. It is expected that this initiative will not only strengthen the interns’ practical understanding of legal aid and social justice but also foster a deeper commitment to public service among future legal professionals.
