Inauguration of Legal Aid Clinic in association with Ayush Naturopathy Foundation
With an aim to reach out to the last man of the society to provide legal aid and awareness, North West District Legal Services Authority inaugurated a Legal Aid Clinic at Ayush Naturopathy Foundation, Rohini, Delhi on 10.08.2023.
The programme started with the inaugural of Legal Aid Clinic followed by Lighting of Lamp by the dignitaries. Sh. Mukesh Kumar Gupta, Member Secretary, DSLSA was invited as Chief Guest and Sh. Naveen Gupta, Special Secretary, DSLSA was the Guest of Honour in the said programme. Sh. Mridul Gupta, Additional Secretary, DSLSA and Sh. Abhinav Pandey, Secretary (Litigation), DSLSA also graced the programme. Sh. Manish Jain, Secretary, North West DLSA moderated the whole programme.
To disseminate the information on legal aid and awareness more effectively, a Nukkad Natak was also shown to the participants.”

“03.08.2023: Visit of Newly Recruited Judicial Officers of Manipur
On 03rd August 2023, 10 newly recruited Judicial Officers (Trainee) from Manipur visited Delhi State Legal Services Authority for understanding its functions and functioning as a part of their training in Delhi Judicial Academy, Dwarka, Delhi. Accordingly this Authority organized a Training Programme at Conference Hall, Central Office, 3rd Floor, North East Wing, Rouse Avenue District Court Complex , New Delhi from 11:00 AM onwards.
Sh. Mukesh Kumar Gupta, Member Secretary, DSLSA interacted with the Trainee Judicial Officers and delivered the session on the topic “Introduction to Legal Services Authority Act, 1987”. Sh. Naveen Gupta, Special Secretary, DSLSA delivered the session on the topic “Understanding the function & functioning of DSLSA/DLSAs.
Thereafter, Sh. Mridul Gupta, Additional Secretary, DSLSA and Sh. Abhinav Pandey, Secretary (Litigation), DSLSA delivered the session on the topics i.e. “Working of Witness Protection Scheme, 2018 and “Working of Delhi Victims’ Compensation Scheme-2018” respectively. PPT was also shown to all the participants by all the Resource Persons to elaborate on the topics. Ms. Jyoti Maheshwari, Secretary, Central-II DLSA also interacted with the visiting Trainee Judicial Officers and supervised their visit to the office of Central –II DLSA to understand the functioning of DLSAs also.”

02.08.2023: Refresher Training Programme for Para Legal Volunteers
DSLSA had organized a Refresher Para Legal Volunteer Training Programme on 2nd August, 2023 from 11:00 AM to 12:45 PM at Swabhiman Parisar, Shahdara, Delhi. The session was conducted for the Community PLVs who are willing to work further with the Authority.
The Programme started with the inauguration of the Information Board of DSLSA and plantation of Saplings. Sh. Mukesh Kumar Gupta, Member Secretary, DSLSA delivered the Introductory Session and briefed the participants about Do’s and Don’ts for PLVs.
Sh. Naveen Gupta, Special Secretary, DSLSA delivered the sessioin on “Re-visiting of basic laws with special emphasis on the legal rights relating to Women, Children and Sr. Citizen etc. Sh. Mridul Gupta, Additional Secretary, DSLSA and Sh. Abhinav Pandey, Secretary (Litigation), DSLSA also interacted with the participants of Refresher Training Programme of PLVs.
At the end of the Session, all the doubts and queries were resolved by the resource persons.

DSLSA alongwith Central & West DLSA and in association with Directorate of Education, GNCTD started a Legal Literacy Course and training programme for Educational and Vocational Guidance Counsellors (EVGC) as part of its Project Arushi-Umeed ki Kiran who will further reach out to children and teachers to disseminate the laws and various issues related to them.

Abhinav Pandey, Secretary (Litigation), DSLSA was invited as a Resource Person to deliver the session scheduled on 01.08.2023 under this project on the topic “Law Relating to Women : Domestic Violence Act, 2005, Law relating to prohibition of Dowry and other laws relating to Protection of Women” from 01:45 PM to 03:15 PM at Sarvodya Bal Vidyalaya, DDU Marg, Rouse Avenue, New Delhi. He also delivered one more session on the topic “Law relating to children Part-II:– POCSO Act, 2012 and Other laws relating to protection of children” from 11:45 A.M. to 01:15 P.M. All the queries raised by the participants were resolved by the Resource Person.

Delhi State Legal Services Authority organized a half day Training Programme for Principal Magistrates of all Juvenile Justice Boards (JJBs) on 01st August, 2023 from 02:30 PM onwards at Conference Hall, Central Office, DSLSA.
Sh. Mukesh Kumar Gupta, Member Secretary welcomed all the participants and briefed them about the objective behind the training programme. Thereafter, various aspects in respect to the Juveniles were discussed.
Sh. Naveen Gupta, Special Secretary, DSLSA delivered the session on the topic “Competent & effective Legal Representations to Children in Conflict with Law (CCLs)”. Sh. Anant Asthana, Advocate, delivered the session on the topic “Orientation on recent Judgements of various Hon’ble High Courts on different issues under the JJ Act”.

31st July, 2023: Central & West DLSA in association with Directorate of Education, GNCTD inaugurated a Project “ARUSHI-Umeed Ki Kiran” for educating children on their legal rights through Educational and Vocational Guidance Counsellors who play an important role in shaping children and in helping them navigate difficult situations.
The Programme started with lighting of Lamp and felicitation of Dignitaries. Sh. Himanshu Gupta, Director, Directorate of Education, GNCTD delivered the Special Address in the said Programme. Ms. Rishika Srivastava, Secretary, Central DLSA delivered the Welcome Address followed by a Power Point Presentation describing the brief outlines and expected outcome of the Project.

Delhi State Legal Services Authority organized a Capacity Building Programme for the North Eastern Region Legal Services Advocates on 25th July, 2023 at Conference Hall, Central Office.
Sh. Mukesh Kumar Gupta, Member Secretary, DSLSA and Sh. Naveen Gupta, Special Secretary, DSLSA welcomed the participants and briefed them with “The Legal Services Authorities Act, 1987 and various activities carried out under this Act”.
Short videos depicting discrimination against North East People and sensitivity of general public towards the people hailing from North Eastern States was shown. All the queries raised by the participants were also resolved.”

25th July, 2023: DSLSA organized a Half Day sensitization training programme for IOs dealing with cases under POCSO Act or u/s 363/366,376,377 or 509 IPC wherein interim compensation has not been paid to the victims and for Crisis Intervention Centre Counsellors of Delhi Commission for Women at Conference Hall, First Floor, Rouse Avenue District Courts, New Delhi.
Sh. Mukesh Kumar Gupta, Member Secretary, DSLSA delivered the keynote Session and sensitized all the participants on how to deal with the victims of such heinous offences. The session was very informative.

Delhi State Legal Services Authority organized a Capacity Building Programme for Legal Services Advocates (on Session panel) on 22nd July, 2023 from 02:00 PM onwards at First Floor, Conference Hall, Rouse Avenue District Court Complex, New Delhi under the directions passed by Hon’ble High Court of Delhi in the matter Writ Petition Criminal No. 1505/2021 titled “Mrs. X vs. UOI & Ors.
The Programme was started with the lighting of Lamp and Felicitation of Dignitaries. Welcome Address was delivered by Sh. Mukesh Kumar Gupta, Member Secretary, DSLSA who welcomed all the Counsels & dignitaries. He explained the purpose behind this training.
Esteemed Speaker Hon’ble Mr. Justice Jasmeet Singh, Judge, High Court of Delhi shared the perspectives on “POCSO Act- A Journey to Justice for Children”. His Lordship sensitized the participants that the victims undergo an irreparable trauma and all stakeholders must make him or her comfortable while building trust and giving a healthy environment. Ms. Anju Bajaj Chandana, Ld. Prinicpal District & Sessions Judge, RADCC also graced the Training Programme and expressed gratitude to Hon’ble Mr. Justice Jasmeet Singh, Judge, High Court of Delhi .
Thereafter, Sh. Apar Gupta, Advocate/Expert in Cyber Law delivered the session on the topic “Cyber Crime & Cyber Safety with special emphasis on direction passed by Hon’ble High Court in the matter titled ‘Mrs. X vs UOI & Ors’. The session was very informative, participative and interactive. Each participant showed keen interest and raised queries on the topics under discussion. All the queries raised were also resolved by the Resource Person.”

Mridul Gupta, Additional Secretary, DSLSA was the resource person and he delivered the Session on the topic “General principles, evolution, advantages, disadvantages, Indian Law on plea bargaining, applicability and procedure as contained under Chapter XXI (21-A), in the Code of Criminal procedure 1973 containing sections 265A to 265L, Charge bargain and sentence bargain or plead guilty. Difference between Alternate Redressal and Lok Adalat procedure and plea bargaining. Does police has a role to play?”. Delhi State Legal Services Authority organized Valedictory session for Law Interns undergoing Summer Internship Programme 2023 on 26.06.2023 at Seminar Hall, Saket Courts, New Delhi from 10:30 AM onwards. Sh. Vinik Jain, Secretary, South East DLSA started the session with the welcome address.
The floor was then open for the feedback from the participating interns. All the participants shared their views with respect to their visit to different institutions. Sh. Naveen Gupta, Special Secretary, DSLSA and Sh. Mridul Gupta, Additional Secretary, DSLSA interacted with the participants on the points and issues raised in the feedback session and also resolved there queries. Video clippings on Legal Aid were also shown to the participants to sensitize them on the requirement of competent legal aid.
Certificates of Excellence were given to 3 law interns based on their performace. Thereafter, Certificate of Participation was also distributed to all the participants. Sh. Vinik Jain, Secretary, South East DLSA gave the vote of thanks at the end of the programe.

06th June 2023 – Orientation Day of Summer Internship Program -2023
With an objective to make the law aspirants aware with the function and functioning of Legal Services Institution and as well as Government Institutions of legal importance including Courts, Jail, etc., Delhi State Legal Services Authority commenced 21 days Summer Internship Program-2023 from 6th June, 2023. The orientation program of said Summer Internship Program was organized in two batches at Seminar Hall, Saket Courts Complex, Saket, New Delhi.
Sh. Vinik Jain, Secretary South East DLSA gave the Welcome Address and Sh. Abhinav Pandey, Secretary (Litigation), DSLSA started the orientation program with a formal introduction with the interns and their reasons for enrolling in this Internship.
Thereafter, Sh. Mridul Gupta, Additional Secretary, DSLSA explained the purpose of Summer Internship Programme, various visits to be undertaken by the students, Do’s and Don’ts by interns etc.
Sh. Naveen Gupta, Special Secretary, DSLSA apprised the interns with overview of the Legal Services Authorities Act, 1987 and various activities carried out by DSLSA and DLSAs under this Act. All the queries raised by interns were resolved by the resource person.

Celebration of World Environment Day
05.06.2023: Celebration of World Environment Day
Delhi State Legal Services Authority under the aegis of NALSA and as a part of celebration of “Azadi Ka Amrit Mahotsav” celebrated and observed the World Environment Day on 05.06.2023 at Institute of Human Behaviour and Allied Sciences (IHBAS), Dilshad Garden in coordination with East, North East and Shahdara DLSA. The main motive of this is to create/raise the awareness about the Environment Conservation amongst the people.
The Programme started with inauguration of Information Board of DSLSA and Plantation of Saplings by the dignitaries. 150 Saplings were planted in the Campus of the Hospital. The Programme then continued in the Conference Hall of IHBAS. Thereafter it proceeded with lighting of Lamp followed by welcome address by Sh. Rajender K. Dhamija, Director, IHBAS. Ms. Saema Jain, Secretary, East DLSA moderated the whole event. The Programme was also attended by Secretaries of other DLSAs.
Sh. Naveen Gupta, Special Secretary, DSLSA explained to the audience about the working of DSLSA, Free Legal Aid Services provided and Toll-free 24X7 helpline number 1516 of the Authority. Sh. Mridul Gupta, Additional Secretary, DSLSA addressed the participants about the main objective behind the Programme.
The team of Asmita Theatre Group presented Nukkad Natak on “Environmental Issues” in the Conference Hall as well as in the OPD Wing of the Hospital. Legal Help Desk was also set up in the OPD Wing of the Hospital for the general public manned by Sh. Sandeep Gupta, Legal Services Advocate and Ms. Tinu, Para Legal Volunteer. Legal Awareness Session was also delivered by Ms. Megha Batra, Legal Services Advocate on the topic “Rights of persons with mental illness under the Mental Healthcare Act 2017 and legal aid services provided by DSLSA”. At the end of the Programme Ms. Alka Singh, Secretary, Shahdara DLSA delivered the vote of thanks.”

Appeal 950/2022”. The topic was elaborated with the help of PPT.
Thereafter, Ms. Vijeta Singh Rawat, Additional District & Sessions Judge, Patiala House Courts, New Delhi delivered the session on the topic “Suggestibility & Tutoring of Child Witness”.

Sansad TV organized a Programme “Aapka Kanoon” to make the viewers aware abouth the “Free Legal Aid Services” provided by Delhi State Legal Services Authority which was telecast across the nation on 29.05.2023.
Sh. Mukesh Kumar Gupta, Member Secretary, DSLSA was invited to apprise about the Free Legal Aid Services provided by this Authority. He explained about provisions of Free Legal Aid as envisaged in Legal Services Authority Act, 1987and 24*7 helpline number 1516 of this Authority. The services provided under other areas of DSLSA i.e. Lok Adalats, Legal Literacy and Victims Compensation Scheme, 2018 were also deliberated upon and discussed . He also apprised as to how to reach DSLSA for Free Legal Aid Services. Sh. Abhijeet Mishra, Advocate, Hon’ble Supreme Court of India was also invited by Sansad TV in the said Programme.

24.05.2023: Third Day of 3 Days Para Legal Volunteer Training for the students of Vivekanand Institute of Professional Studies
On Third day of PLV Training Programme i.e. on 24th May, 2023, Ms. Saema Jain, Secretary, East DLSA took the first session on “Overview of Matrimonial Laws including Section 498AIPC, Protection of Women from Domestic Violence Act 2005 and Section 125 Cr. P.C”.
Sh. Vinik Jain, the then Secretary North East DLSA, was the second resource person of the day and he explained the topic “Overview of Laws relating to Senior Citizens, Transgenders and Schedule Castes & Schedule Tribes”.
Ms. Helly Fur Kaur, the then Secretary, New Delhi DLSA was the third resource person of the day and she spoke upon “Overview of Labour Laws”.
The last session of the PLV Training was delivered by Sh. Animesh Kumar, the then Secretary, South DLSA on the topic “ADR Mechanisms: Lok Adalat, Mediation”.

North West DLSA organized a “Talk Show” on “Free Legal Aid” on 24.05.2023 and the same was aired Live on All India Radio FM 102.06 from 01:05pm onwards.
Sh. Mukesh Kumar Gupta, Member Secretary, DSLSA was invited for a Live interview. He informed all the listeners about provisions of free legal aid as envisaged in Legal Services Authority Act, 1987and 24*7 helpline number 1516 of this Authority. He also addressed all the queries raised by the listeners on call. Success story of New Delhi DLSA was also aired in the said programme.

The Academy for Smart Policing (ASP)/Delhi Police Academy, Chanakyapuri organized one day Workshop on “Sensitization and Training Programme on Offences under POCSO Act & Provisions of Delhi Victim Compensation Scheme” on 23.05.2023 for the rank of DCPs/Addl. DCPs and ACs P.
Ms. Harshita Mishra, Secretary, (Litigation), DSLSA was nominated as the resource person on 23.05.2023 and she delivered the Session on the topic “Delhi Victims Compensation Scheme, 2018. Delhi Witness Protection Scheme, 2018. Guidelines issued by Hon’ble Delhi High Court in W.P. (C) No. 8889 of 2011 in Court on its Own Motion v/s Dept. of Women & Child Development & Ors. Directions to Police”. She briefed the topic to the participants and also resolved the queries raised by them.

23.05.2023:- Second Day of 3 Days Para Legal Volunteer Training for the students of Vivekanand Institute of Professional Studies
On Second day of PLV Training Programme i.e. on 23rd May, 2023, Sh. Himanshu Sehloth, the then Secretary, North DLSA took the first session on“Schemes of NALSA and DSLSA with special emphasis on Delhi Victims’ Compensation Scheme-2018, Scheme for Empanelment of Para Legal Volunteers and their Deployment in Police Stations in Delhi for cases pertaining to Missing Children and other offences against children”. The session was made more interactive with the aid of PPT.
Sh. Sushant Changotra, the then Special Secretary, DSLSA was the second resource person of this day and he explained the topic “Laws for Protection of Children with Special emphasis on Cyber Crimes”. The topic was elaborated with the help of PPT.
Thereafter, third session was delivered by Sh. Pranat Kumar Joshi, the then Secretary, Shahdara DLSA. He briefed the participants about “Human Rights, Basis Structure of the Constitution of India, Fundamental Rights and Fundamental Duties of Citizens”. PPT was also displayed.
The last session of the day was taken by Sh. Lalit Kumar, the then Secretary Central-II DLSA. He explained the topic “Overview of Right to Information Act, 2005” to the Participants.
After every session, all the queries raised by the participants were resolved by the Resource persons.

Delhi State Legal Services Authority conducted three days Para Legal Volunteer Training Programme w.e.f 22.05.2023 to 24.05.2023 for the students of Vivekananda Institute of Professional Studies at Auditorium, Ground Floor, B-Block, VIPS, Pitampura, Delhi.
Sh. Mukesh Kumar Gupta Ld. Member Secretary, DSLSA delivered the first session on “Introduction to Legal Services Authorities Act, 1987 and activities of DSLSA, Role and Responsibilities of PLVs”. He elaborated the topic and also made the participants aware about free legal aid services provided by this Authority and 24X7 helpline number 1516.
Sh. Manish Jain, Secretary, North West DLSA was the second resource person of the day. His session was on “Overview of Criminal Justice System including Bail, Rights of Accused and Victims, Registration of FIR u/s 154 Cr.P.C and Petition under 156(3) Cr. P.C”.
The third session was delivered by Sh. Gagan Arora, Corporate Thought Leader & Founder of HR Leadership Venture GWEPP on the topic “Effective Communication and Interpersonal Skills”. Thereafter the last session was delivered by Sh. Rishabh Kapoor, the then Secretary, West DLSA on the topic “Sexual offences against women under IPC (Rape & Sexual Assaults) & The Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal)Act, 2013” .
After every session, all the queries raised by participants were resolved by the Resource persons.

Delhi State Legal Services Authority organized Training Programme for Lawyers of Rape Crisis Cell (RCC), Delhi Commission for Women on 17th May, 2023 from 03:00 PM onwards at First Floor, Conference Hall, Rouse Avenue District Court Complex, New Delhi.
Sh. Pranat Kumar Joshi, Secretary, Shahdara DLSA gave opening remarks and apprised the participants about the objective behind organizing this training programme.
Ms. Shreya Rastogi, Founding Member & Director (Forensics), Project 39A, National Law University, Delhi was the first Resource Person. She delivered the session on the topic “Understanding FSL reports:- Its corroborative value & effect of discrepancies impact during trial.” The session was very informative and interactive.
Thereafter, Ms. Uzma Parveen, Psychologist and Practitioner Counsellor, HAQ Centre for Child Rights delivered the second session on the topic “Providing Psychological support to Child Victim”. PPT was also shown to elaborate the topic.
At the end, queries raised by participants were resolved by the resource persons.”
