Para Legal Volunteers’ Training Programme at VIPS (Day-2) on 22.08.2025
The second day began with a lecture by Ms. Nidhi Chitkara, Ld. Secretary, South East DLSA, who discussed sexual offences against women under the Bharatiya Nyaya Sanhita (BNS) and the Sexual Harassment of Women at Workplace Act, 2013. She underscored the sensitivity required in handling such cases and the supporting role of PLVs in assisting survivors.
This was followed by a session by Dr. Ompal Shokeen, Ld. Secretary, East DLSA, who delivered a comprehensive lecture on laws relating to children, senior citizens, transgender persons, and SC/ST communities, with a special focus on cybercrimes. He emphasized the role of PLVs as first responders for vulnerable groups.
Post-lunch, Sh. K. B. Rai, Former Advisor, Administrative Reforms Department, delivered an informative lecture on the Right to Information Act, 2005, highlighting its utility in promoting transparency, accountability, and participatory governance.
The final technical session of the day was conducted by Sh. Abhitesh Kumar, Ld. Secretary, West DLSA, who explained Schemes of NALSA and DSLSA, with particular focus on the Delhi Victims’ Compensation Scheme, 2018 and the scheme for the deployment of PLVs in police stations. He stressed the importance of PLVs as a vital connecting link between distressed citizens and the legal system.
The day concluded with a session on Mediation, followed by a feedback interaction led by Sh. Rishabh Tanwar, Ld. Secretary, North DLSA, during which students and faculty members shared their learnings and expressed their appreciation for the training programme.
